Charging cord doesn’t charge

I purchased the cable charger for my belt but it doesn’t charge. It won’t adhere constantly slides off have even tried taping cord in place. Very sad because the belt was great until charge died.

The original cable came with a plug. This new cable is just the USB cable and I have to aquire a my own USB adapter. Why doesn't this come with the usb power plug adapter?
